
Guernsey Housing Association (GHA) has submitted a planning application for 69 new homes on the former CI Tyres site.
The proposed development includes 60 one-bedroom and 9 two-bedroom homes and is designed to match the island’s need for smaller homes as identified by the States Strategic Housing Indicator.
GHA purchased the site in 2022 with the support of a States of Guernsey capital grant. The site previously had planning permission for 25 homes, and then in 2024 for 57 homes, but due to increasing housing pressures across the island the site was redesigned to maximise density whilst also meeting sustainability and environmental standards.
The proposed design comprises two six-storey apartment buildings and a handful of courtyard houses arranged around a central shared space.
GHA Chief Executive, Vic Slade, said: ‘We’re acutely aware of the need to make meaningful contributions to meeting local housing need. The former CI Tyres site design balances density with quality, and we’ve taken the time to make sure the scheme reflects best use of the space while creating a place people will be proud to call home.
‘Development of the site is not without challenges. Before housebuilding can begin, cliff stabilisation work is required. We plan to start this essential work in June so the site is ready as soon as planning permission is hopefully secured.
The indicative development proposal has the support of the States of Guernsey through the Committee for Employment & Social Security and the Policy & Resources Committee, which have backed the next stage of work.
Subject to planning approval and subsequent approval of the final development proposal, development is expected to start in early 2026, with completion in the third quarter of 2027.
GHA Chief Operating Officer, Lisa de Kooker, added: ‘This is the first GHA development without dedicated on-site parking and it’s not a decision we’ve taken lightly. However, given the urgent need for affordable housing on the island, we’ve prioritised providing more homes over a small number of parking spaces.
'The site’s central location means future residents will benefit from excellent public transport links, plentiful bike storage options as well as overnight and weekend parking at Sir Charles Frossard House opposite. Our focus is on making the best possible use of this site to deliver the greatest benefit to the community.’
